left;\"><strong>Abstract. <\/strong>The publication reveals the results of a survey conducted in the beginning of 2018 in 33 State Higher Education Institutions in Bulgaria, according to data from the National Branch Union of Higher Education and Science at the Confederation of Independent Trade Unions in Bulgaria .<\/p>\n<p class=\"Pa26\" style=\"text-align: left;\">In the comparative analysis, structured in two parts &#8211; first, for the whole set of state higher schools and secondly \u2013 for state higher schools systemized in six units according to the specifics of the training in them, the progress of development of the state higher schools from 31.12.2016 to 31.12. 2017 is traced on the following parameters: 1) relative change in natural indicators (number of students, number of employees, number of teachers-scientists); (2) relative change in basic wages, incl. compared to the change in the regional average gross wages, according to data from the National Statistical Institute (NSI); (3) a change in the value of the additional wages.<\/p>\n<p class=\"Pa26\" style=\"text-align: left;\">The study is a logical extension of the publication \u201eSystematization and Teaching children with intellectual disability is a particularly chal\u00adlenging task because of their limitations in intellectual functioning and adaptive behavior. Their learning characteristics demand specific curriculum content and instructional strategies. Furthermore, although a carefully designed and positive learning environment is beneficial for all students, it is more important for their education. Therefore, their teachers should create the appropriate physical, psycho\u00adsocial and pedagogical environment which can promote their cognitive activity and the full development of their strengths. In order to investigate how everyday school life teachers, perceive and try to establish the optimal environment for their intel\u00adlectually disabled students, a survey on special education teachers\u2019 perceptions and practices has been conducted. the areas in public life that is the most difficult to reform, despite its super-activity and futuristic nature. The main objective of the study is to establish the status of Bulgarian education by outlining the directions for development in school and higher education to achieve quality knowledge based education. The negative consequences of the problems in Bulgarian education are mainly expressed in the unsatisfactory results of the functioning of the complex and contradictory legislative basis which does not guarantee a sufficiently high quality of the education of the children and the young people from the pre-school to the higher education. School education should provide the education and education of the pupils in accordance with their individual abilities and expectations for successful realization in the society, while the higher education should be qualified.
