The paper discusses the interactions between R&amp;D, policy and citizen society. The historical stages in the development of science policy are considered (Policy for Science; Science in Policy; Policy for Technological Innovation), as well as their specific referents in USA and European Union. The specific totalitarian model of science policy is also considered. The role of science consulting in the high- level decision making process as a precondition for evidence-based policymaking is investigated. It is presented the concept of \u201eepistemic communities\u201cfor assisting the decision making. Some risks and \u201ebad practices\u201c in policy consulting process are outlined. Further, the growing significance of public awareness and public participation in science and innovation policy making has been considered. The paper analyses the evolution of European science policy during the last decade as an instrument of intensification of the R&amp;D sector and society. ASSESSMENT \u2013 PISA 2012<\/strong><\/p>\n<p><strong>Abstract<\/strong>. The Programme for International Student Assessment \u2013 PISA, is an ongoing programme of the OECD, started in 1997. PISA is most representative as geographical coverage international assessment of students\u2019 achievements. PISA assess the extend to which students near the end of compulsory education have acquired some of the knowledge and skills that are essential for full participation in modern society. The assessment focuses on students\u2019 ability to use their knowledge and skills to meet real-life challenges. The main interest of the measurement in 2012 was in the mathematical literacy.&nbsp; This article is about the first findings from PISA 2012. The analyses are made in the contects of the factors that in\ufb02 uence the students\u2019 performance.
